The purpose of the paper is to measure the level of saving and intensive utilization of Hunan Province, to promote the construction of Hunan, two-oriented society. Methods of documentation, principal component analysis, and cluster analysis were employed. The results indicate that varied level in different cities, and from 2002 to 2008, the urban land use intensity had increased greatly.
