“双碳”目标能够驱动全民健身场地设施建设理念从粗放型向集约型转变，建设制度从零散型向系统型转变，建设方式从单一型向多元型转变，建设效果从赶超型向精细型转变。当前，“双碳”目标驱动全民健身场地设施建设高质量发展主要面临绿色低碳发展理念认识不足，场地建设转型存在主观障碍；绿色低碳发展技术要求较高，场地建设转型成本短期难降；绿色低碳发展评价尚不健全，场地建设转型过程难以掌控；绿色低碳发展制度建设滞后，场地建设转型监管难度较大等现实问题。建议深入贯彻绿色低碳发展理念，推动场地建设全面绿色转型；强化场地建设重大科技攻关，加快绿色低碳技术研发推广；研制场地...
