通过对湖南洞庭湖流域洪水属性的复合效应的研究认为：（1）洪水定义应以流域各河湖汛期防汛特征水位，即防汛水位、警戒水位和保证水位界定，它既反应了洪水量级，又表征了洪水随地域和时间的变化规律；（2）当洪水形成一定规模时能产生巨大的有效能量，相对社会经济系统而言，这种能量可表现为有效、致害、致利能量；（3）有效、致害能量的复合效应是形成洪水灾害链和灾害群，灾害链所造成的直接经济损失平均每年达86．32×10^8元，有效致利能量的复合效应是蓄水、供水、发电、冲淤、航运等，将它们折算为货币每年直接和间接总价值达209.189×10^8元。
