犯罪问题是社会问题的缩影,治理犯罪问题和防控重新犯罪攸关社会秩序稳定和个体生存状态。由监狱押犯构成特征反观犯罪原因和重新犯罪防控对策,是我国社会转型时期预防和控制犯罪与重新犯罪的重要应对。基于我国20世纪90年代以来逐步呈现出监狱押犯为社会下层和底层人群这一特征,我国对犯罪和重新犯罪的社会防控也应予以适当调整,当前从完善社会保障、强化社会支持、提高社会管理水平等层面入手,可以实现"最好的社会政策就是最好的刑事政策"的理论要求和现实需求。
