政府购买青少年课外体育服务在我国尚属于新生事物，还处于尝试摸索阶段，在政府主动性、体育社会组织竞争性、购买力度、监管过程、法制规范等诸多方面还存在亟待解决的问题。在诠释政府购买青少年课外体育服务概念及现实价值的基础上，通过对长沙市政府购买中小学生暑假游泳服务实践进行深入分析，对政府购买青少年课外体育服务存在的问题进行剖析，并就此提出推进政府购买青少年课外体育服务的对策。

It is a new thing for government to purchase youth sports service in China.
