环保PPP项目存在无法直接计量和收回的公益性绩效,对其进行科学评价和合理补贴关系到项目持续的公益性绩效和投资者的积极性。本文运用投标博弈、支付卡式问卷调查、行为实验等方法,研究环保PPP项目公益性绩效的组合性均衡评价模型、方法及合理财政补贴政策。首先,从多维绩效组合和多主体博弈均衡评价视角构建环保PPP项目公益性绩效评价指标体系和组合性均衡评价模型;其次,用“群决策+(0,4)打分法”设计指标权重,以多主体最大支付意愿均值估计绩效参数;再次,通过算例分析,演示具体项目公益性绩效的组合性均衡评价过程;最后,研究了合理财政补贴的激励作用并提出政策建议。本研究将环保PPP项目公益...
