县域体育场馆有效配置在县域新型城镇化过程中具有重大意义,目前其配置表现为数量短缺、质量不高、功能单一、使用率不高、形成了政府财政拨款与市场融资相结合投资结构。县域新型城镇化战略部署为增加县域体育场馆配置数量、转变政府体育职能、创新配置方式等提供了难得的历史机遇,同时也会产生短期内加剧短缺效应、激化财权事权矛盾、难以突出规模效应、呼唤制定公共体育服务标准等挑战。
