新型城镇化是湖南引领未来社会经济发展的战略决策,是实现湖南超常发展的引擎,但城镇居民的住房问题是制约城镇化质量和水平的关键.湖南省城镇居民的住房问题核心是住房价格与住房支付能力的差异,表现在:房价收入比呈递增趋势,2011后超过6倍的警戒线;14个市州中有6个超过警戒线;住房消费收入比测算结果显示,湖南省整体有25％的城镇居民住房支付能力不足.城镇居民住房问题的重点是住房保障不足,难点是城市新移民.

The new-type urbanization is the strategic decision to lead the more social and economic development and the engine of being over-normal progress in Hunan. However, the resident house issue is the key of controlling the quality and level of the urbanization. The key issue of Hunan urban resident house is the house price and the purchase payment power.
