战略性生态资源是指维系国计民生、强力支撑国民经济社会可持续发展、强劲提升区域核心竞争力，具有主导作用和区域特色的生态资源，是湖南省“四化两型”的核心要素。对生态资源和战略性生态资源的内涵与外延进行研究，可探讨湖南省战略性生态资源与经济社会发展之间的关系。
