我国高速铁路科技创新的主体——大学与科研机构、高铁建设企业和政府,以高铁建设的需求为纽带而联接起来,形成3种力量交叉影响、抱成一团又螺旋上升的＂三重螺旋＂关系结构.高铁建设企业在中国高速铁路科技创新与高铁建设进程中充当着领头羊的作用,高校和科研机构在中国高速铁路科技创新与高铁建设进程中充当着科技攻关的重任,铁道部主导的政府团队在我国高速铁路科技创新与高速铁路建设进程中发挥了组织者与指挥者的作用.
