我国失地农民社会保障制度存在四个方面的弊端和缺失:失地农民养老社会保障制度覆盖面及被保人数不足;已保失地农民养老保障的水准有限;已保失地农民的其它社会保险种类项目地域差别较大;已保被征地农民的社会保险水平区域差异较大.失地农民社会保障制度与现行社会保障体系处于一种若即若离的分立关系.要克服其弊端和缺失,完善该制度,进而根本解决失地农民社会保障制度与现行社会保障体系整合的问题,中央和各级地方政府的职责及行政作为是关键.

There are four problems in the field of social security system for land lost farmers in China： the shortage of the coverage of the social security of lost-land farmers and numbers of the insured farmers being nor enough; the quota of the insurance of land lost farmers limited; the gap between the insurants and other kinds of the insurance land lost farmers exists greatly.
