“督军团”干政是民初军阀政治的独特形态之一。长江巡阔使初为袁氏中央安置政治异己的临时职务，张勋、倪嗣冲先后任该职后，均兼任过皖省督军，为此，张、倪一度分别成为民初“督军团”干政的领袖、干将，长江巡阅使使署则成为“督军团”前期政治活动的基地。“督军团”活动对民初重大政治事件如决定“参战案”，组建新国会，发动并组织对南方护法军的战争等起着决定性作用。巡阅使及其使署与皖省督军及督军署的结合成为民初军阀政治的独特生态基础。

That the military governor corp meddled in the State affairs is one of the unique pattern of the warlords politics in the beginning of the Republic of China. The official named Yangtse River Inspector is a casual duty of placing the dissident in the Yuan Shi-kai Central Government at first. The warlords whose names were Zhang Xun and Ni Shi-chong were appointed as the Yangtse River Inspectors respectively and as the military governors of Anhui Province in succession.
