Functional Decentralization:Logic and Paths of Governing the Phenomenon of“Power Suspension”in Reform of Approval Power of Sports Events

赛事审批权改革中存在权力错配、权力缺位等“权力悬空”现象，而功能性分权理论为“权力悬空”现象的治理提供了新的理论视角。研究认为，赛事审批权改革中“权力悬空”现象的功能性分权治理逻辑包括基于组织效能进行功能性分工、基于组织职能进行功能性分职、基于组织责任进行功能性分责、基于组织目标进行功能性赋权。提出赛事审批权改革中“权力悬空”现象的功能性分权治理路径：制定赛事审批放权细则，明确权力主体职责；依据赛事需要分配事权，促进权责供需匹配；加强三权横向嵌套配置，建立权力监督机制；强调赛事审批过程分权，细化权力承接程序。
