根据城市体育服务业的现状和社会发展需求，提出对湖南城市的体育服务业的发展应从明确定位；理顺管理机构，完善法规体系；利用“精品工程”战略，促产业资源优化配置，提高产业质量；提升从业人员的整体素质，加快专业人才培养；加强科学研究。提高产业发展的科技含量等方面去促进其发展。
